Dear colleagues! In 2007 the first issue of the journal “Academic bulletin” of the Ural Academy of Public Administration came out. Appearance of this journal is a legal result of the research activity in our Academy for more than 15 years. For that period we have gathered vast unique experience in examining the processes of public management reforming in modern Russia, formed stable research teams, developed general theoretical and methodological paradigm of research activity and started organizing schools of thought. A long discussion had gone before the journal edition. In the course of it we formulated substantive priorities of the new periodical. Taking into account the mission and the aims of the UAPA we pointed out managerial problems in economic, social, political spheres and also statutory regulation of managerial processes in various spheres of public life as substantive priorities of the journal. Discussion of higher education problems in Russia, implementation of Bologna Convention principles in the Russian universities and advanced training of Managerial Human Resources both in State and municipal management and in the sphere of commercial and non-commercial organizations governance is an integral part of the journal. We offer an opportunity to demonstrate the results of own research not only to experienced scientists, but also to students, post-graduates who start their scientific inquiry. The range of the problems discussed in the journal is not limited to the sphere of State and municipal management out of policy considerations. We are eager to contribute to the development of the universal management theory principles and methods of which would be applicable to various spheres of human activity. We are open for cooperation with officials of state and municipal power, scientists, managerial staff, and all people who are interested in success of the implemented reforms and who are not indifferent to the fortunes of Russia as a modern democratic legal and social state.
